Scope As a Sector Officer in the FMO you will manage a portfolio of programmes, provide expertise advice, and ensure progress in planning, development, and implementation of programmes. In some cases, you might be responsible for directly managing programmes through contracted fund operators in the Beneficiary States. The Sector Officer is also expected to manage programme teams within the FMO. The two professionals in the green portfolio will assist in closing current programmes and assessing their results and will assist the Beneficiary States in the development of new programmes under the upcoming funding period. One of the sector officers will be responsible for a grant portfolio of programmes mainly targeting the private sector and the other mainly targeting the public sector. The EEA and Norway Grants operates through a working model where the Beneficiary States are responsible for implementing the programmes. The FMO works in financial cycles navigated by risk assessments and results-based management. Building relations with stakeholders based on trust is at the core of how the Sector Officers operate. As part of your role, you will also engage in travel to fulfil your responsibilities and will be reporting to the Head of Unit. Tasks As a Sector Officer your role will involve: Monitoring sector developments and providing strategic advice: you will keep abreast about developments within the sector of your responsibilities and offer advice to Donors and Beneficiary States to ensure that the programmes align with the priorities set by the Grants. Programme development and implementation: you will oversee and manage a portfolio of programmes, supporting their development and implementation; further, you will lead programme teams within the FMO. Main contact point for Programme Operators: you will keep regular contact with Programme Operators in the Beneficiary States, clear communication and collaboration based on trust are essential here. Strategic assessment of cooperation: you will be evaluating the strategic relevance of cooperation between institutions in both the Donor States and the Beneficiary States helping to optimise the impact. Engaging with Donors: you will drive the dialogue with the Donors, providing updates on programme development, implementation and sharing results. Additional responsibilities: Beyond the listed tasks, you will handle any other duties as required, adapting to the dynamic needs of the role and the needs of FMO.

The Justice and Home Affairs portfolio includes six programme areas: Access to Justice; Asylum, Migration and Integration; Correctional Services; Disaster Prevention and Preparedness; Domestic and Gender-based Violence; and Serious and Organised Crime. In your portfolio, you will work on several of these programme areas. Focus on gender equality and digitalisation is relevant across the thematic areas and in some of our Beneficiary States, Roma inclusion and empowerment is especially relevant. As part of your role, you will also engage in travel to fulfil your responsibilities and will be reporting to the Head of Unit. Scope As a Sector Officer for Civil Society, you will actively contribute to the work of the FMO Civil Society team shaping the EEA Civil Society Fund, ensuring its effectiveness and sustainability. You will manage the fund in some Beneficiary States, overseeing programme implementation and collaborating closely with Fund Operators. Providing guidance, monitoring civil society developments, facilitating cooperation, and enhancing visibility will be also an important part of your work. You will be reporting to the Head of Funds and Horizontal Concerns Unit. As part of your role, you will also engage in travel to fulfil your responsibilities. Tasks As the Sector Officer for Civil Society, your role will involve: Setting up the EEA Civil Society Fund: You will actively contribute to shaping the fund’s structure and future development; and collaborate closely with the FMO Civil Society team. Programme management for the EEA Civil Society Fund : You will lead the selection process of Fund Operators and work closely with them to oversee programme implementation; you will lead the FMO programme team, actively track and report on programme progress and results. Transnational component development: You will contribute to developing and operating a transnational component of the EEA Civil Society Fund. Guidance and training: You will be providing guidance and training to Fund Operators and other relevant stakeholders. Monitoring and networking: You will be maintaining awareness of civil society developments in Donor States, Beneficiary States, and at the EU level. Scope As the IPO Coordinator you will oversee relations with International Partner Organisations for the EEA and Norway Grants. In particular, you will coordinate the implementation of a new fund for cooperation with international organisations in areas such as governance, democracy, and human rights. Additionally, you will manage framework agreements with these institutions, ensuring their effective execution and compliance. The EEA and Norway Grants have existing framework agreements with the Council of Europe, the EU Fundamental Rights Agency, and the Organisation for Economic Cooperation and Development. You will directly report to the Head of Funds and Horizontal Concerns Unit. As part of your role, you will also engage in travel to fulfil your responsibilities. Tasks As the IPO Coordinator for the EEA and Norway Grants, your role will involve: Coordinating cooperation with International Partner Organi s ations (IPOs) : you will working closely with IPOs, including the Council of Europe, the EU Fundamental Rights Agency, and the Organisation for Economic Cooperation and Development as well as other relevant international organisations and non-governmental organisations, coordinating their involvement in the Fund’s work. Agreement development and oversight: you will manage development of framework cooperation agreements and work plans and oversee their implementation. Stakeholder coordination and communication : you will be facilitating communication between Donor states and the International Partner Organisations; further coordinating a inputs from various units in the FMO and other internal and external stakeholders; review draft reports and proposals. Annual meetings preparation: you will be preparing for annual meetings between Donor States and International Partner Organizations coordinating all necessary work for efficient and impactful organisation. Assessing new partnerships : you will participate in evaluating potential new international partner organisations and making recommendations for further collaboration. Promoting cooperation: you will be facilitating collaboration among relevant institutions across Donor States, Beneficiary States, and European/international networks and stakeholders.
